The Commercial Urban Planning Master Plan (SDUC - Schéma Directeur d'Urbanisme Commercial) is a reference document that outlines the major axes of the commercial urban planning policy in the Greater Lyon area, and defines the main areas for local authority involvement. It has no legal value, and is a source of ongoing discussion between:

 

local authorities and economic bodies (Chambers of Commerce and Trade), grouped together in a steering committee that ensures the SDUC is implemented and respected,
the aforementioned partners and institutions of neighboring areas that come under Territorial Coherence Plans,
the aforementioned partners and economic players (distribution companies, real estate developers, investors, etc.).

The SDUC's scope



to help members of the Departmental Commercial Installation Commission (CDEC - Commission Départementale d'Equipement Commercial) to examine projects submitted to them, by supplying an advanced knowledge of the territory,
to help define priorities in actions taken by local authorities in terms of commerce,
to help define priorities in actions taken by the Chambers of Commerce and Trade in favor of the people,
to guide investments so as to find a meeting point for public and private efforts,
to guide the writing of regulations so that the plan's main orientations are taken into account.

The implementation of businesses with a surface area of over 300m² is subject to regulations.
